What do I need to know about my Purchase Agreement before I sign it?

A purchase agreement is a comprehensive and detailed contract between you and your builder. The Alberta New Home Warranty Program (ANHWP) outlines the features of the purchase agreement that are important for the purchaser to be aware of. Why is the lot plan important?

The orientation and location of your new home on its lot are indicated on a scaled down drawing of the lot. This 'plan' shows the distance to the home from the front, back and side property lines and positions along with details of 'grades'. Proper planning of grades is essential to avoid surface drainage problems that may cause moisture intrusion and future structural movement.

What do I need to know about my blueprints?

Before construction starts, it is important that the actual working drawings and material specifications be prepared, reviewed and approved by you. Your builder representative will need to discuss all of the working drawings with you in detail.

What are "specs"?

Builders normally provide a General Specification list which outlines construction and finish details.

If you stray from the General Specifications, then the details of what you want (brand names, colors, and sizes) should be noted in a change order before construction starts. Change orders are an important agreement between you and your builder – make sure they are in writing and not simply verbally agreed upon.

What happens if I make changes?

If you feel that changes to the original blueprints are required, we will need to discuss the cost and feasibility of your request. Any agreed upon changes will be made in writing.

Trades people on site are not permitted to make changes based on your direction. They must receive approval by the builder.

Sometimes a change is not always possible. There may be regulations, developer architectural controls, or structural reasons that may not warrant it.

How do developer architectural controls affect me?

To ensure the development of appealing new communities, land developers often regulate things like the placement of homes on lots, exterior elevations, exterior design details and landscaping.

Architectural controls can bring added value to new communities and your investment, but they can cause delays in developer approval if your new home plans don't conform with their guidelines.

A copy of the architectural controls is available from your builder representative. Your builder should review these guidelines with you to ensure you make suitable exterior design, material and color choices.

How is my deposit protected?

The ANHWP provides you with specific financial protection, of up to 20% of the purchase prices for a single family home, to a maximum of $100,000 when your builder is a registered member of the program. Coverage starts when the deposit protection receipt is issued by your builder member.

What are mortgage draws and/or progress payments?

These are a normal part of your builder's financial plan for the construction of your home. The flow of funds to your builder should closely match the value of the work in place. Standard formulas are used to determine the value of work in place at each stage. Canada Mortgage and Housing Corporation (CMHC), your mortgage company and builder all use similar formulas. What do I need to know about defects, deficiencies and holdbacks?

How can I ensure Paramount Home Builders will respond to my needs?
We want you to have a positive experience with us, from start to finish. Communication is key. We invite you to sit down and talk to us about any concerns you may have. We'll make every attempt to resolve the issue in a positive manner and ensure any changes/agreements are made in writing.

If, in the end, you still feel your concerns have not been properly addressed, the ANHWP offers numerous additional solutions.

What is an acceptable delay during construction?

Your builder should explain any possible delays and the reason for such delays at every stage of construction. If any delay extends beyond five working days, it is wise to consult with your builder to learn about the effect on your construction schedule. If excessive delays are occurring, please contact a Consumer Representative at the ANHWP.

What are my responsibilities when I inspect my home at possession?

The intent of the possession inspection is to give you the opportunity to review and confirm that work on your home is complete and satisfactory. It is also to allow you to identify outstanding items and determine a schedule for completion.

Allow enough time for a thorough inspection of your new home and a comprehensive orientation. This can take several hours. Remember you want to focus your attention on identifying any deficiencies (incomplete work) and/or defects (usually cosmetic in appearance).

What should I expect from my builder during the first year of warranty?

As a registered builder with ANHWP, Paramount Home Builders is required to warrant that our houses are constructed in accordance with the building standards prescribed by the Province of Alberta and the New Home Warranty "Construction Performance Standards". This means we agree to ensure that our houses are free from defects in workmanship and materials for a period of one year from the date of possession.

What if I have water penetration issues concerning the foundation and basement?

All ANHWP registered builders warrant that the building envelope (roof, exterior cladding, windows and doors) and the basement foundation walls will be free of exterior water penetration for two years from original occupancy.

What if there are structural issues after the first year?

All registered builders with the ANHWP warrant that your home will be protected against major structural defects for five years from the date of possession. Major structural defects mean defects in workmanship or material which have or are likely to have an adverse effect on the performance of the load bearing portion of the home such as footings, piles, basement walls, beams, floor joists, teleposts, load bearing walls, and roof trusses.
